Government ensures Cargo flight operations for medical supplies to various parts of the country


New Delhi: The Ministry of Civil Aviation (MoCA) is coordinating with state Governments for the supply of medical equipment and related essential items needed for protection against and testing of COVID-19.   Based on requirements received from various states on an urgent basis, the senior officials of the Ministry coordinate with supply agencies for providing required material that can be further transported to the desired destinations. Air India and Alliance Air flights are being operated to carry out the necessary supply operations across the country.

Agencies authorized by MoCA to carry shipment on these flights contact the concerned officials of their region and coordinate for timely delivery/ receipt of shipments.

In order to cater to eastern and northeastern parts of the country, an Alliance Air flight from Delhi to Kolkata carried shipments for Kolkata, Guwahati, Dibrugarh and Agartala on 29th March 2020.

In the northern region, IAF flight from Delhi to Chandigarh to Leh carried ICMR VTM kits and other essential cargo.
Alliance Air transferred Pune shipment to Mumbai on Air India flight. 

(Mumbai -Delhi-Hyderabad-Chennai-Mumbai and Hyderabad - Coimbatore)- Flights on this route carried and transported ICMR kits of Shimla, Rishikesh, Lucknow and Imphal from Pune to Delhi. ICMR kits were carried to Chennai. A consignment of Hyderabad was delivered. Consignments of Andhra Pradesh, Tamil Nadu and Puducherry was also delivered. A consignment of the Ministry of Textiles was moved to Coimbatore.

The information sharing, answering of queries and the work at the ground is going on round the clock for delivering the supplies to the destinations in a timely manner so the the efforts to fight the COVID-19 are multiplied and supplemented.

PM calls for complete lockdown of entire nation for 21 days

New Delhi: Prime Minister Shri Narendra Modi called for a complete lockdown of the entire nation for the next 21 days beginning at midnight tonight in an effort to contain the COVID-19 Pandemic.
In a special televised address to the Nation the Prime Minister said that even those nations with the best of the medical facilities could not contain the virus and that social distancing is the only option to mitigate it.
“All of you are also witnessing how the most advanced countries of the world have been rendered absolutely helpless by this pandemic. It is not that these countries are not putting in adequate efforts or they lack resources. The Coronavirus is spreading at such a rapid pace that despite all the preparations and efforts, these countries are finding it hard to manage the crisis.
The analysis of happenings in all these countries since the last two months, and the opinion of experts has proved that there is only one way to effectively deal with Coronavirus - Social Distancing” he said.
Cautioning of those who are careless, the Prime Minister said, “carelessness of a few, ill-conceived notions of a few can put you, your children, your parents, your family, your friends, the entire country in grave jeopardy. It will be impossible to estimate the price India will have to pay if this carelessness continues.” 
He also urged the people to take the lockdown imposed by the State Governments in several parts of the country, in the last few days with utmost sincerity.
The Prime Minister announced that from midnight tonight onwards, the entire country shall go under complete lockdown, a total ban is being imposed on people, from stepping out of their homes for a period of 21 days.
He said this decision was taken from the experiences of health sector experts and experiences of other countries and that 21 days is essential to break the chain of infection.
He added that this will be a few levels more than Janata-Curfew, and also stricter. He said this decision is vital in order to protect the country and each of its citizens against the Corona Pandemic.
Discussing the economic impact owing to the Pandemic, the Prime Minister said, “The nation will have to certainly pay an economic cost because of this lockdown. However, to save the life of each and every Indian is our topmost priority. Hence, It is my plea to you to continue staying wherever you are right now in the country.”
The Prime Minister explained that if the situation is not brought under control in the next 3 weeks, the country could go back 21 years and those several families would be devastated forever. Hence, he urged the people to do just one thing in the next 21 days - to stay inside their homes.
The Prime Minister said the experiences of those countries that have been able to contain Corona offer some ray of hope.
He said that those countries that observed lockdown and where people adhered to the rules are able to surmount the pandemic.
The Prime Minister said,  “India is at a stage where our current actions will determine how much we are able to minimize the impact of this disaster. It’s time to consistently keep strengthening our resolve. It’s time to exercise caution at every step. You have to remember that Jaan hai toh Jahaan hai. This is the time for patience and discipline. Until the lockdown situation remains, we must keep our resolve, we must keep our promise.” 
The Prime Minister said the Central and State Governments countrywide are working swiftly to ensure that citizens do not face many inconveniences in their daily life. He said that provisions have been made to ensure supplies of all essential items continue smoothly. He added that along with the Central and State Governments, individuals from civil societies and institutions are constantly striving to reduce the problems of the poor during this period of crisis.
Shri Modi announced that the Government has provided Rupees Fifteen Thousand Crore (Rs 15,000,00,00,000) for strengthening the medical infrastructure and treatment of the Corona infected patients.
He appealed to the people to beware of any kind of rumors or superstitions circulating during such times. He requested the people not to take any medication without consulting doctors if you are showing any symptoms of this infection. He expressed confidence in every Indian abiding by the instructions of the Government and local authorities during this crucial hour.
The Prime Minister praised every Indian who came together in the hour of crisis and contributed with full responsibility and sensitivity to ensure the success of Janata Curfew. He added “Through one day of Janata-Curfew, India proved that at the time of crisis befalling our nation, at the time of crisis befalling humanity, how each and every Indian comes together to put forth united efforts to deal with it.”
The Prime Minister concluded though 21 days of lockdown is a long time, it is equally essential for your safety and that of your family. He expressed confidence that every Indian will not only successfully fight this difficult situation but also emerge victoriously.

New Delhi: Prime Minister Shri Narendra Modi today lamented that people are not taking the lockdown in the country seriously.
In a tweet, Shri Modi appealed to the people to save their family members and themselves by strictly adhering to the directions being given by the State and Central Governments.

New Delhi: Prime Minister Shri Narendra Modi today interacted with Chief Ministers of all states via Video Conferencing to discuss measures to combat COVID-19.
Tackling the challenge together
Prime Minister said that the threat of the pandemic is common for all states and underscored the need for Centre and all States working together. He said that while the participation of citizens is necessary to combat the challenge, but panic needs to be avoided. He added that given the global context of the spread of the virus in various countries, constant vigilance is of paramount importance.
He said that the next 3-4 weeks are crucial in efforts to contain the spread of the virus and the most important measure for containment is ‘social distancing’. He requested the Chief Ministers to ensure effective implementation of the same.
Steps taken till now
Health Secretary, Government of India, Ms. Preeti Sudan informed about the steps taken till now to contain the spread of the virus and mentioned how the Prime Minister has personally monitored and supervised the efforts thus far. She gave an overview of ongoing cooperation with states, monitoring of international passengers, use of community surveillance to track spread, logistics of testing facilities travel restrictions and evacuation of Indian citizens from abroad.
Dr. Balram Bhargava, DG of ICMR, said that India is currently in phase 2 of transmission, emphasizing that at present India is in the window for taking action to minimize the risk of transmission of phase 3. He talked about the importance of judicious use of health facilities and need to focus on ramping up quarantine facilities and isolation wards.
The Chief Ministers speak
The Chief Ministers thanked the Prime Minister for the support given by the Centre to the States in combating COVID-19 and also appreciated the impact of Prime Minister’s message in his address to the nation.
The Chief Ministers briefed the Prime Minister and others about the preparations done till now. During the course of their presentations, they requested for augmentation of testing facilities, greater support to vulnerable sections, advancement of financial disbursement for 2020-21 to the states and requested for roping in private labs and hospitals in larger numbers.
All the Chief Ministers assured their support and reaffirmed that all States will work together with the Government of India to combat the pandemic.
PM assures support to States
Prime Minister appreciated the steps taken by the States and thanked them for sharing their experiences and giving suggestions. He talked about the urgent need for capacity building of healthcare workers and augmentation of healthcare infrastructure. He suggested that the Chief Ministers should do a video conference with trade bodies in their states to prevent black marketing and undue price rise. He urged them to use soft power of persuasion as well as legal provisions, wherever necessary.
Prime Minister said that the COVID-19 Economic Task Force set up by Government of India will formulate the strategy to devise a suitable approach to effectively tackle the economic challenge. He urged the Chief Ministers to ensure that all necessary steps are taken and all advisories are adhered to in order to ensure the safety of citizens in the country at large. No stone should be left unturned in our common endeavors to fight COVID-19.

New Delhi :Prime Minister Shri Narendra Modi addressed the nation on combating the challenge of COVID-19. On the occasion of ‘Navratra’, Prime Minister made nine requests to the people.
Prime Minister said that patience and resolve of all Indians are vital in fighting the global pandemic which has wreaked havoc all over the world. He requested citizens to follow certain measures to ensure the containment of the fast-spreading virus. He emphasized on the importance of not taking the pandemic lightly and the need to be aware and proactive towards prevention of COVID-19.
Prime Minister urged citizens to follow the mantra of “when we are healthy, the world is healthy”. He stressed on the importance of following self-imposed norms like ‘social distancing’. Requesting citizens to patiently abide by the norm, he urged the need to isolate oneself and come out of the house only if imperative, while trying to work from home and avoid unnecessary travel. He also urged that senior citizens above the age of 60 should not come out of their homes for the coming few weeks. Highlighting the stress on the hospitals, he urged everyone to avoid routine checkups during this time and to extend the date of surgeries scheduled, wherever feasible.
‘Janta Curfew’
Prime Minister urged citizens to follow the concept of  ‘Janta Curfew’ on 22 March 2020 from 7 AM to 9 PM, wherein no one apart from those involved with essential services are supposed to venture out of the home. He said that the success of such a people’s movement and the experiences gained from it will prepare us for the challenges ahead. He added that our efforts on March 22, would be a symbol of our self-restraint and determination to perform duty in the national interest.
Urging the state governments to take the lead, Prime Minister asked all youth organizations including NCC and NSS, civil societies to generate awareness among people about the ‘Janta Curfew’. He urged everyone to try to inform at least ten other people over the phone about this self-imposed curfew.
Thanking the selfless service providers
Prime Minister said that there are many brave people who are at the forefront of fighting the COVID-19 pandemic like medical staff, police, government servants, airline staff, media persons, bus/train/auto operators and those involved in providing home delivery. 
To pay respects to their huge service to the nation during such trying times, Prime Minister suggested that on March 22 at 5 PM, all citizens should acknowledge and salute their efforts by standing in the balconies and at the doors of their houses and clap or ring bells for five minutes as a show of appreciation.
He urged the local government across the country to indicate the timing through blaring out a siren at 5 PM.
Meeting the Economic Challenges
To deal with the economic challenges caused by the pandemic, Prime Minister announced the creation of ‘COVID-19 Economic Response Task Force’ under the Union Finance Minister. The Task Force will consult stakeholders, take feedback, on the basis of which decisions will be taken to meet the challenges. The Task Force will also ensure the implementation of the decisions taken to meet these challenges. 
Prime Minister also urged the business community and higher-income groups to look after the economic needs of those from lower-income groups, from whom they take various services, urging them not to cut their salary on the days they are unable to render the services due to the inability to come to the workplace. He stressed on the importance of humanity during such times.
He also assured the countrymen that there would not be any shortage of essential items like food, milk, medicines, etc. He urged people to not resort to panic buying.
Prime Minister exhorted everyone to work together and contribute fully to overcome the crisis of COVID-19. He urged the citizens not to fall prey to misinformation. Prime Minister said that during the time of such a global pandemic, it is important to ensure that ‘humanity wins and India wins’.

New Delhi: Dr. Harsh Vardhan, Union Minister of Health & Family Welfare chaired a high-level review meeting with senior officials of the Ministry, MS/Director of Central Government Hospitals such as Safdurjung, Dr. RML Hospital, and AIIMS, here today.
At the outset, the Union Health Minister appreciated the various actions being undertaken in close coordination with various ministries at the central level, States as well as Indian embassies abroad. He also lauded the States for active surveillance, effective contact tracing and their preparedness for containment and management of COVID-19.
He reviewed the preparedness regarding hospital management such as OPD blocks, availability of testing kits, personal protective equipment (PPEs), medicines, and adequate isolation wards. He directed hospitals to ensure adequate availability of protective gear for all healthcare workers. He was informed that adequate quantity of Personal Protections Equipment (PPE), masks, sanitizers, handheld thermometers, etc., are being procured and provided to the designated places as per demand along with maintaining the stock to address any future demand.
Dr. Harsh Vardhan reviewed in great detail the quarantine facilities for the evacuees including the ones at the airports/other key transit points, in terms of segregation of passengers, transportation to the quarantine facilities, health check-ups, etc. The Health Minister has directed for teams to be deputed to regularly inspect and monitor the quarantine facilities to ensure that the necessary amenities and facilities are being provided. The Minister stated that he shall be reviewing the same every day with the aim of improving them. He further added that he is reviewing the situation with the respective States/UTs.
Highlighting the critical importance of effective communication as a tool of crisis management, Dr. Harsh Vardhan advised for multi-media communication campaigns that would focus on different aspects such as preventive measures, busting myths, equipping the masses with information on guidelines, advisories, testing labs, etc.


Prime Minister's Telephone Conversation with Crown Prince Mohd. Bin Salman of Saudi Arabia



New Delhi : Prime Minister Shri Narendra Modi had a telephone conversation today with the Crown Prince of the Kingdom of Saudi Arabia, His Royal Highness  Mohammed bin Salman. The two leaders discussed the global situation regarding the COVID – 19 pandemic.
Prime Minister emphasized the need for coordinated efforts to adequately address this the global challenge, which has impacted not only the health and well-being of several hundred thousand people but also threatens to adversely affect the economy in many parts of the world.
In this context, the Prime Minister mentioned India’s recent initiative to organize a video conference among SAARC countries.  
The two leaders agreed that a similar exercise at the level of G20 leaders, under the aegis of Saudi Arabia as the Chair of G20 would be useful at a global scale, both for discussing specific measures to address the challenges posed by the global outbreak of COVID-19 and also to instill confidence in the global populace.
The Prime Minister and the Crown Prince decided that their officials would remain in close contact in this regard.

Advisory on Social Distancing Measure in view of the spread of COVID-19




Advisory on Social Distancing Measure in view of the spread of COVID-19 disease Social distancing is a non-pharmaceutical infection prevention and control intervention implemented to avoid/decrease contact between those who are infected with a disease-causing pathogen and those who are not, so as to stop or slow down the rate and extent of disease transmission in a community.

 This eventually leads to decreasing in spread, morbidity, and mortality due to the disease. In addition to the proposed interventions, the State/UT Governments may prescribe such other measures as they consider necessary.

All these proposed interventions shall be in force till 31st of March 2020. They will be reviewed as per the evolving situation.

The following interventions are proposed:

1. Closure of all educational establishments (schools, universities, etc), gyms, museums, cultural and social centers, swimming pools and theatres. Students should be advised to stay at home. Online education to be promoted.
2. The possibility of postponing exams may be explored. Ongoing exams to be conducted only after ensuring the physical distance of one meter amongst students.
3. Encourage private sector organizations/employers to allow employees to work from home wherever feasible.
 4. Meetings, as far as feasible, shall be done through video conferences. Minimize or reschedule meetings involving a large number of people unless necessary.
 5. Restaurants to ensure handwashing protocol and proper cleanliness of frequently touched surfaces. Ensure physical distancing (minimum 1metre) between tables; encourage open-air seating where practical with adequate distancing.
6. Keep already planned weddings to a limited gathering, postpone all non-essential social and cultural gatherings.
7. Local authorities to have a dialogue with organizers of sporting events and competitions involving large gatherings and they may be advised to postpone such events.
8. Local authorities to have a dialogue with opinion leaders and religious leaders to regulate mass gatherings and should ensure no overcrowding/at least one-meter distance between people.
9. Local authorities to have a meeting with traders associations and other stakeholders to regulate hours, exhibit Do’s and Don’ts and take up a communication drive-in market places like sabzi mandi, anaj mandi, bus depots, railway stations, post-offices, etc., where essential services are provided.
10. All commercial activities must keep a distance of one meter between customers. Measures to reduce peak hour crowding in markets.
11. Non-essential travel should be avoided. Buses, Trains, and airplanes to maximize social distancing in public transport besides ensuring regular and proper disinfection of surfaces.
12. Hospitals to follow the necessary protocol related to COVID-19 management as prescribed and restrict family/friends/children visiting patients in hospitals.
13. Hygiene and physical distancing have to be maintained. Shaking hands and hugging as a matter of greeting to be avoided.
 14. Special protective measures for delivery men/ women working in online ordering services. 15. Keep communities informed consistently and constantly.
